Last April, The Public Procurement Agency (PPA) in Bulgaria officially launched the National Electronic Procurement system at Negometrix is part of the consortium who won the public solicitation for the development, implementation, and maintenance of a unified national electronic web-based platform. The project was financed by the Operational Program Good Governance, and co-financed by the European Union through the European Social Fund. Negometrix was responsible for the development and delivery of the core sourcing and e-bidding functionality of the platform.

In November 2019, the system will be mandatory for both public and utility sector contracting authorities in Bulgaria. As a result, more than 3,000 public buyers in Bulgaria will run all their public procurement projects through the system. Moreover, more than 70,000 suppliers will use the system to submit offers and applications. The whole project (with a far broader scope than only e-sourcing)  is valued 2.4 million euro. In short, it includes development and delivery of the software plus the hardware to run the system.

The national e-Procurement platform makes the digital submission of offers in public procurement projects in Bulgaria mandatory.

Now that the application is live, buyers and suppliers can register and learn the basic functionalities to prepare for a smooth transition from a paper to a digital procurement process.
